The Rams have had two bids rejected for the highly rated defender but are thought to have put in an offer of around £750,000 which Blackpool are thought to be willing to accept.
The Tangerines manager Ian Holloway has publicly admitted that he thinks it is inevitable that Barker will be leaving Bloomfield Road at some point before the start of the season. He has confirmed that Blackpool can't compete in the wages being offered by the Rams, claiming that Derby would offer Barker double what he could earn with Blackpool.
Derby County are not the only team chasing Barker and it may be that Nottingham Forest who have also registered an interest may be the choice of Barker, who comes from Mansfield and is a known Forest supporter...
