Clement is one of the most highly-regarded coaches in Europe, having been Carlo Ancelotti's trusted aide for the past six seasons at Chelsea, Paris St Germain and Real Madrid.
The 43-year-old former PE teacher was announced as Steve McClaren's successor at the iPro Stadium on Monday morning after signing a three-year contract.
Clement has never before been the main man but Rush believes his pedigree and CV means Derby have little to worry about.
"I have been aware of Paul for many years and people will have seen his progress themselves," Rush told the club's official website.
"His rise has been meteoric and he has gained huge experience in England and abroad, operating at a very high level.
"He is a very impressive individual, he has great integrity and given all his achievements he is a very humble man
"Paul is extremely determined to be successful and it is great for us to have such a well decorated and talented coach to take us forward
"I'm absolutely delighted that we've got our man and it is an exciting day for Derby County
He has signed a three-year deal which gives him plenty of time to build and take the club forward and realise our ambitions and dreams
"We've made great development and progress under the ownership group, with a steady stream of success
"We know how difficult it is to achieve that ultimate success and I am confident about what the next few seasons will hold with Paul in charge."
As was the case when McClaren was appointed Derby head coach in September 2013, Rush admits that Clement's contacts and relationships, in addition to his coaching qualities, made him an appealing candidate for the job
"He has superb relationships, which is something that we have talked about in the last few years," said Rush
"Our relationships with other clubs and how we are perceived is very important for us
"We pride ourselves in being a club where players can develop and be taught well and if that can give us a competitive advantage in a tough Championship league, then we'll be delighted."
Clement is not set to be formally introduced to the media until Thursday afternoon but Rush revealed the new head coach has already started work, laying the foundations for what the Derby hierarchy hope will be a successful promotion campaign
"He will be unveiled on Thursday at the press conference at the stadium but his work has begun already, reviewing plenty of things," said Rush
"Although the players aren't back for pre-season training until later in the month, time is always at a premium in football and we've got plenty to be cracking on with."
